AI that serves on a warrant

Hummingbird is a sovereign AI platform for regulated work. It acts within the authority you grant, asks when a decision goes beyond that authority, and advises where it cannot act. A person makes the final call.

How Hummingbird works

A warrant is authority granted within defined limits. Your organization sets those limits, and a federal department can set them to match the impact level in its Algorithmic Impact Assessment. Hummingbird works inside them, and every action, request and recommendation is sourced and logged.

Below the line

Act

Within the rules you set, Hummingbird does the work without waiting to be asked. Each action traces back to its source.

At the line

Ask

When a decision needs more authority than it has, Hummingbird stops and sends it to the person who holds that authority, with the supporting evidence attached.

Above the line

Advise

It can still make recommendations, question a decision and test the reasoning behind it. It cannot act on its own advice.

Data sovereignty

Most AI services process data on third-party servers. If the provider is US-controlled, the US CLOUD Act can compel it to disclose that data, even when the servers are located in Canada. Treasury Board says so itself: "Data residency does not mitigate against the application of foreign laws."

For organizations bound by privilege, confidentiality, PIPEDA or public sector security rules, that is a real exposure. Hummingbird has no cloud dependency. Your data, the models and the results stay inside your perimeter.

Institutional knowledge

Rules and regulations are public. Knowing where a project goes wrong even when the rules are followed takes years of real files, and that knowledge sits with senior people who are retiring faster than they can be replaced.

Hummingbird captures that judgment, and your organization decides what goes in. Every recommendation cites its source. When the record has no answer, Hummingbird says so instead of guessing.

History

Since 2021, LTV has delivered integration for clients in development, construction and health insurance, working across platforms such as Procore, Planview, Shopify and Lightspeed. The method has always been the same: take off-the-shelf software, decide what it is allowed to touch, and govern it.

Many organizations digitized before or during COVID and are now being asked to add AI on top of systems they only recently put in. Commercially available AI tools can change how they work, and many connect to the platforms they already run. The risks are the ones the Government of Canada names in its own guidance on generative AI: protection of information, quality of output and accountability for decisions.

LTV applied its method to AI and tested it on a live forensic construction file, in parallel with the manual review. That work became Hummingbird. It has been self-funded from the start.

LTV Solutions Inc. incorporated federally. LTV stands for Lifetime Value. ERP-level integration from off-the-shelf software, at a fraction of enterprise cost.

Work begins on a live forensic file. The first version of Caber Prism runs alongside the manual review.

GCS joins as technology partner. The platform moves onto air-gapped hardware and becomes Hummingbird.

Hummingbird is available outside Caber's own practice for the first time.

Construction

Caber Prism is Hummingbird's construction payload, developed with Caber RPS. It is in use today on active Ontario construction litigation.

Forensic technical support for litigation

Findings for counsel on document-heavy disputes, each one cited to the record. Covers cost, quantum and change order review, with a full audit trail.

Construction Act compliance

Prompt payment deadlines, holdback, notices and adjudication support under Ontario's Construction Act and the federal prompt payment regime.

Planning Act compliance

Development records reviewed against Planning Act requirements, with approvals and conditions tracked to their source documents.

Payloads

The platform stays the same across every field. Each payload adds the rules, records and expertise that a particular field depends on.

Deployment

Hummingbird is built to run on existing sovereign infrastructure, in Canadian sovereign data centres, or on rugged edge nodes in remote locations with no network connection.

A department grants authority to handle Protected B information through its own assessment. A vendor cannot claim it. LTV plans to engineer Hummingbird to the ITSG-33 Protected B control profile and provide the documentation a department needs to authorize it.
